Since 2001, the number of senior citizens has increased, and it is expected to rise further. The demand for retirements homes has also increased. The real estate developers are taking the opportunity of the high demand and are investing in the projects that are specifically retirement homes. Anyone who is above the age of 60 can buy and invest in these homes.
To make sure there isn’t any delay or foul play with these projects, the government has made it mandatory for the developers to RERA register the retirement homes.
We discuss the rules and codes that the developers will have to follow while constructing retirement homes:
- Norms:
The developer will now have to follow the green norms while building such projects. Also, the project should be following the guidelines prescribed by NBC, the Model Building Bye-Laws and the Harmonized Guidelines and Space Standards for Barrier-Free Built Environment for persons with disability and elderly persons.
- Management:
The builders can appoint the service provider for retirement homes or the retirement home operator to manage these homes. The service providers will have to be registered with the concerned authority before they start working.

Tripartite agreement:
If a service provider has been hired by the developer to carry out the management of the retirement homes, then they need to get into the tripartite agreement. The agreement will be between the developer, the service provider and the buyer. The service provider will also have to disclose the technical skills they will be employed in managing the retirement homes, at the time of registration.
- Registration:
The retirement homes can only be sold if they are registered under the RERA guidelines that are prevailing in the state. Every state has its own RERA, and the builder will have to comply with the guidelines of the state.
- Facilities:
The builder will have to provide basic facilities like water and electricity, helpdesk, cleanliness and hygiene, care centres, security, housekeeping etc. Other necessary facilities keeping senior citizens in mind must be provided, like wheelchairs, ramps, anti-skid tiles, alarm system, handrails, a design that will enable barrier-free movement.
Providing medical service in retirement homes is a fundamental norm. The building should always have medically skilled personnel, ambulance, medical emergency rooms. They will also have to tie up with the nearest hospital and medical stores.

Government is making efforts for more builders to take part in retirement homes by providing them enhanced floor area ratio (FAR) without giving any specific number.
