Union Minister Venkaiah Naidu has declared that The Centre will soon come up with a single window clearance facility to accord speedy approval for construction of buildings. The government has fixed a time frame for completing the entire process by 60 days so that approvals are given speedily and middlemen are avoided.

This will definitely speed up the process to ensure transparency, avoid delay in delivery and corruption.
 
The government is expected of coming out with an ease of approval (framework) and fix the timeframe by the end of this year.
 
Considering the increasing rage about the delay in delivery of housing projects, the need for single-window clearances for residential real estate projects has now become very important and the government must act on this immediately. It is often assumed that developers delay projects to gain some kind of profit, but the fact is that most of the time they incur a heavy loss due to approval delays.

Developers make substantial investments in land, and the purpose of this investment is not to hold on to it but to develop it. In order to do this, they have to go through a long process of approvals, sanctions, and permissions. Until these approvals are obtained, they have to pay the cost of holding the  property and keeping their construction materials and workforces on standby, in addition to having to face the wrath of their customer.
 
The list of permissions or clearances for the development of real estate in India varies from state to state. Some of the common permission required are the following:

a) Land Conversion
b) Change of Zone for usage of Land
c) Ownership Certificate
d) Non-encumbrance
e) Demarcation Plan
f) Tree cutting approval, clearance
g) Bore well registration certificate
h) Environmental clearance
i) Consent to Establish
j) Firefighting scheme approval before and after completion of construction
k) Site office approval
l) Consent to operate (for earthquake resistance along with plan approval
m) Approval related to explosive substances such as gas and petroleum
n) Other common facility approvals
o) Road access
p) Permission for excavation
q) Lift-Escalator installation approval
r) Lift escalator operation license
s)NOC for electric substation for every substation transformer within the building
t) Clearance certificate for every electrical installation within the building
u) Diesel generator sets installation approval
v) Fitness certificate for diesel generator sets
x) Building completion certificate
y) Occupancy certificate

The approval system that we have today has been the same since pre independence. Nevertheless, in this era of progressive reforms in almost all business sectors, It is high time now that the government implements a single-window clearance system for housing projects which will definitely give a relief to both the developers and the end users.
