Those investing in the high-rise structures often overlook the importance of the construction material used. This is one reason why ‘premium construction quality’ has become a prime selling point for the builders.
 
What is the structural safety certificate?
A structural safety certificate is a proof that the building is planned and constructed as per the Part- 6 (structural Design) of the national building code of India, 2005. The approval certificate is to attest that the building is strong to withstand national calamities like earthquakes and cyclones. The structural engineers provide the certificate, and the civic administration of the city approves it after getting verified from the experts.

The certificate also states that the building has been constructed after doing the soil test, and the building is fit for use. Some states have made it mandatory that the builder has to submit the structural safety certificate at the time registration.
 
State initiative for structural safety
In 2011, the Delhi government made structural safety certificate a mandatory document for property registration. Gujarat also made structural certificate a necessary document for registration in 2014.

Till 2018, there were still 10,000 buildings that did not have a structural certificate. However, after four-building collapsed in 2019, the government made it mandatory in Gujarat for even old buildings to own the structural certificate.

The union territory, Chandigarh, is setting an example for the rest of the metro cities that are blindly regularizing unauthorized buildings. The administrative body of Chandigarh has made it mandatory for the buildings to have a structural certificate from the panel of qualified engineers. Failing to meet the quality test can lead to failure in the registration of the property.
 
Quake safe structural safety certificate
The Delhi government is in the process to make a quake safety certificate mandatory for all the buildings in the city. Around 32 lac buildings will be affected by this. The administration might also introduce cess on property tax or building plan sanction fees to fund the renovation of a public building in the city that falls under Seismic Zone 4. Under the plan, the building that is higher than 15m will be the top priority under the quake action plan.
 
Given the natural calamities that have been striking the country for the past several years, it has become essential to make sure that the building is safe and sound to protect the lives of the home buyers.
