We know how affordable houses have now become a necessity for the urban India. India constitutes of mostly middle and lower classes, with the soaring rise in prices it turning out to be impossible for these people to get a house in their budget line. There are however many barriers in the creation of affordable houses such as is the lack of land area, congested city layout, low finance, rising cost of inputs and so on. There are difficulties but the task is not impossible. If certain factors are kept in mind and taken care of, then the mission - affordable housing for all will become a reality soon.
INNOVATION OF FINANCING MECHANISMS WITH A WIDER REACH
a country or a city needs an effective and efficient micro mortgage which can be done by proper utilisation of the Self-help groups and other financing mechanisms which will help in providing financial help for housing to a wider section of the economically weaker sections and the lower income groups. There should also be flexibility quotient as the weaker and lower sections of our society have varying income.
PROPER AND EFFICIENT UTILISATION OF LAND AREA
one needs to computerise the land records in order to avail more land for construction of affordable housing and development of better infrastructure. There should be a use of dispute Redressal mechanisms and geographical information schemes and systems to streamline land record. The central government is working on this path, however, the pace is still slow.
NEED FOR INCENTIVES FOR THE DEVELOPERS
there is high need to provide the builders and developers with some incentive that will motivate them to work in the path of affordable housing for all. The local bodies and authorities need to provide developers with incentives like the extra amount of floor space index or free sale areas or any other policy to attract developers in constructing affordable housing.
DEVELOP POLICIES TO INCULCATE MORE PARTICIPATION OF THE PRIVATE SECTORS
The private sectors play a very important role in the economy and can be a great help to formulate affordable housing in various cities. The private sector can help in providing the government with technological solutions, financing projects etc. It is of high importance to formulate a set of proper guidelines to identify the beneficiaries for project related to affordable housing.
There should also be an analysis on the cost benefit that must be done from the development perspective to make sure that the schemes or the policies that are being implemented for affordable housing are realistic and feasible at the same time.
The housing for all mission is an indeed a workable mission if efforts and ideas are put in the right direction with right policies and schemes.
